(EMAILWIRE.COM, July 22, 2013 ) London, UK -- The National Security Agency is currently implementing a reconsidered tactic for security measures following the disclosure of information by former NSA-systems-analyst-turned-fugitive Edward Snowden. The word o the change comes from top defense officials last on July 17.

Keith Alexander, who works as NSA Chief, stated that the agency has implemented a “two-man rule,” which forces individuals to only access a room with key information when another administrator is present. With over 15,000 sites that must be fixed, Alexander felt it would take time to spread across the entire agency and be implemented properly.

"Some of your sites are small ... and you only have one system administrator, so you've got to address all of those, and we are working our way through it," he said after speaking to an audience at the Aspen Security Forum in Colorado.

Alexander noted that the server rooms wherein data is stored are now locked and require two individuals to access them securely. Safeguards such as this are, according to Alexander, to be implemented swiftly in the areas that need the most protection.

Snowden leaked the information to the media revealing that the NSA was gathering information on millions of U.S. Phone records, along with interception U.S. Internet traffic in an illegal manner.

"This was a failure to defend our own networks," Deputy Defense Secretary Ashton Carter said at the forum.
"In an effort for those in the intelligence community to be able to share with each other, there was an enormous amount of information concentrated in one place. That's a mistake," Carter said. "The loading of everything onto a server creates a risk."

Carter felt that the agencies had to find better ways to monitor individuals who access information that may be considered necessary to protect. He suggested that monitoring intelligence workers in much the same way it is don't with nuclear installation may be the best strategy.

"When it comes to nuclear weapons, you watch people's behavior in a special way. We don't let people all by themselves do anything," he said. "There is always some aberrant individual and you've got to recognize that."
